This quantity is spectral (a distribution function in wavelength), measured in terms of inverse solid angle, inverse wavelength bin size. It is, in general, a measurement-fitted function of the angle between the "first surface" element normal and the bulk surface normal.

Exceptionally high waves; sea is completely covered with long, white patches of foam lying along the direction of the wind; visibility reduced. Typical wave height of 15 metres (roughly 50 feet). On land, <BUILDING>s suffer structural damage, lawn furniture becomes airborne, and driving becomes difficult. NR  
13 HURRICANE EEC_BEAUFORTWNDSCL_HURRICANE Beaufort Number 12 (hurricane): Wind greater than 32.4 metres per second (64 knots).
