Converts an SE_Property_Data_Value to an EDCS_String.
When converting:
anything but a string: allocates result_out_ptr's characters field and prints the value into result_out_ptr
| SE_DRM_STAT_CODE_SUCCESS | and *result_out_ptr is set appropriately, if valid parameters were passed in. |
| SE_DRM_STAT_CODE_NULL_REQUIRED_PARAMETER | and no changes are made, if any parameter is NULL. |
| SE_DRM_STAT_CODE_FAILURE | and *result_out_ptr is set to EDCS_STRING_DEFAULT, if *value_ptr is invalid. |
