An <Environment Root> shall have either a <Feature Hierarchy>, a <Geometry Hierarchy>, or both.
An <Environment Root> is optional in a transmittal, but a "vacuous" <Environment Root> is not permitted. The DRM notation cannot enforce an "or" aggregation. Consequently, this constraint is required.
